Concord is the largest city in Contra Costa County, California. Founded in 1869 as Todos Santos by Don Salvio Pacheco II, a noted Californio ranchero, the name was later changed to Concord. The city is a major regional suburban center within the San Francisco Bay Area, and is 29 miles (47 kilometers) east of San Francisco. The Port Chicago disaster was the largest number of casualties among African Americans in any one incident during that war. On the evening of July 17, 1944, a massive explosion instantly killed 320 sailors, merchant seamen, and civilians working at the pier. A subsequent refusal by 258 black sailors to load any more ammunition was the beginning of the Navy's largest-ever mutiny trial, in which 50 men were found guilty. The area around Concord in the surrounding Ygnacio and Clayton Valleys was a large agricultural area. Crops that were grown included grapes, walnuts, almonds, wheat, hay, and even tomatoes. During Prohibition, many vineyards were removed and replaced with walnut orchards. The town of Cowell, now incorporated into Concord, produced cement. Much of the area immediately around downtown has recently been redeveloped, with new high-density apartment and condominium projects to take advantage of the proximity to public transportation and to the area surrounding the park. Despite this, some crime and homelessness remain issues in the downtown area. In the far northern edge of town is a primarily industrial area, dominated by the Tesoro Refinery (which is actually not located within city limits).
History
The valleys north of Mount Diablo were inhabited by the Miwok people, who hunted elk and fished in the numerous streams flowing from the mountain into the San Francisco Bay. In 1772, Spanish explorers began to cross the area but did not settle there. In 1834, the Mexican land grant Rancho Monte del Diablo was granted to Salvio Pacheco. Concord was incorporated on February 5, 1905. The first Concord post office opened in 1872. The munitions on board a Navy cargo ship exploded while being loaded during World War II, resulting in the largest number of casualties among African Americans in any one incident during that war. A subsequent refusal by 258 black sailors to load any more ammunition was the beginning of the Navy's largest-ever mutiny trial, in which 50 men were found guilty. Future Supreme Court Justice Thurgood Marshall sat in on most of the proceedings and declared that he saw a prejudiced court. The town of Cowell, now incorporated into Concord, produced cement. During Prohibition, many vineyards were removed and replaced with walnut orchards. The area around Concord in the surrounding Ygnacio and Clayton Valleys was a large agricultural area. Crops that were grown included grapes, walnuts, almonds, wheat, hay, and even tomatoes. The site of the Concord Naval Weapons Station was the site of a few enormous wheat ranches over 5,000 acres (20 km²), and was almost a sea of wheat all the way to the marshes bordering Suisun Bay.
Geography
The focal point of downtown Concord is Todos Santos Plaza, which is known for its farmers market, free summer concerts, and large number of surrounding restaurants. The city is bordered on the west by Pleasant Hill and the unincorporated community of Pacheco, on the south by Walnut Creek, and on the northeast by Pittsburg and Bay Point. This is a better indicator than the average, because the median is not changed as much by a few unusually high or low values. The property tax rate of $7.60 shown here is the rate per $1,000 of home value. If for simplification for example the tax rate is $14.00 and the home value is $250,000, the property tax would be $14.00 x ($250,000/1000), or $3500. This is the 'effective' tax rate.

Pleasant Hill is a city in Contra Costa County, California, United States, in the East Bay of the San Francisco Bay Area. The population was 34,613 at the 2020 census. Pleasant Hill is the home of College Park High School, Diablo Valley College, and the Pleasant Hill Library. The city was incorporated in 1961. On October 14, 2019, a magnitude 4.5 earthquake shook the town. The area was inhabited by members of the Bay Miwok people before colonization. The San Ramon Valley Branch Line of the Southern Pacific entered service in 1891 with two flag stops in the area that would become the City of Pleasant Hill: Hookston and Sparkle. On February 21, 1967, Century 21 Theaters opened an 895-seat dome theater between Monument Boulevard and Hookston Road (I-680 was later constructed passing west of here). Visible from the freeway after it was constructed, the futuristic dome-topped cinema became an iconic landmark for the newly incorporated city. On its last night of operation, CinéArts screened Stanley Kubrick's classic 2001: A Space Odyssey. In 1973, four additional single-screen auditoriums were added to the front of the building. Renamed as Century 5 Theatres, it continued to be known familiarly as the Dome. On May 8, 2013, SyWest Development, closed the Dome on April 21, 2013. SyWest had the Dome demolished on May 8, 2013, precluding any further court action. According to the United States Census Bureau, Pleasant Hill has a total area of 7.1 square miles (1.18 square kilometers).
History and architecture
Pleasant Hill is the primary city name, but also Concord are acceptable city names or spellings. The official name is City of Pleasant Hill. Pleasant Hill was once inhabited by members of the Bay Miwok people. The Soldiers Memorial Monument was erected on December 11, 1927 at the intersection of Monument Boulevard and the Contra Costa Highway, now Contra Costa Boulevard. Century 21 Theaters opened an 895-seat dome theater between Monument and Hookston Road (I-680 was later constructed passing west of here) on February 21, 1967. The Dome was designed by prolific Bay Area architect Vincent G. Raney and had a distinctive 50-foot-high domed ceiling and oversized curved screen. The theater's property owner, SyWest Development, closed the Dome on April 21, 2013. SyWest had the Dome demolished on May 8, 2013, precluding any further court action. On October 14, 2019, a magnitude 4.5 earthquake shook the town. The city hall of Pleasant Hill was completed in the late 20th century, and has won several awards for architectural design. The area did not have a true downtown or Main Street for most of its history. In July 2000, Downtown Pleasant Hill finally opened. The privately owned and operated outdoor shopping center was designed to resemble a typical small Main Street. It is located on the corner of Monument and Contra Costa boulevards in the heart of the city, near the San Ramon Valley Branch Line of the Southern Pacific Railroad. The post office opened in 1948, and the city incorporated in 1961. In 1991, the city began planning the redevelopment of the area around the intersection.

Planning and environmental factors
The Gregory Gardens subdivision developed in 1950 required purchasers of new homes to accept a Covenant that restricted ownership to Caucasians. The Covenant also limited the structures that could be built, animals allowed on premises, and commercial activities. The city authorized a study in the 1980s of hillside development, which included detailed mapping of biota, geotechnical hazards, sound levels and other environmental constraints. These studies were used to establish appropriate zoning and development densities for all the principal undeveloped hillside areas within the city. In the 1990s, the city approved a plan for a new subdivision that would have included more than 1,000 new homes. The development would have been the largest in the city's history, with a population of more than 100,000 people. The new subdivision would have cost an estimated $1.5 billion to build, and would have required the city to approve the sale of at least 10,000 homes. It would also have had to be approved by a vote of the residents of the city, which would have taken place over a period of several years. The project was eventually approved by the City Council, and the first homes were built in the late 1990s. The subdivision was completed in the early 2000s, and is now home to more than 2,000 residents. It is located in the eastern part of the town, near the border with Los Angeles. It was the first city in the United States to develop a large percentage of its hillside area.

If for simplification for example the tax rate is $14.00 and the home value is $250,000, the property tax would be $14.00 x ($250,000/1000), or $3500. This is the 'effective' tax rate.
