North Plains is a city in Washington County, Oregon, United States, off U.S. 26 on the northwest outskirts of the Portland metropolitan area. The population was 3,441 at the 2020 census. David Duval won the Nike Tour Championship there in 1993. Pumpkin Ridge Golf Club has become a center of controversy since agreeing to host the first U.S. golf tournament on American soil of LIV Golf. North Plains has a warm, dry summers, with no monthly average temperatures above 71.6 °F (22 °C) The city has an area of 0.90 square miles (2.33 km²) According to the United States Census Bureau, the city has a population of 1,947 (with a 21.3% increase from 2000) as of the census of 2010. The median age in the city was 36.5 years, with 27.5% of residents under the age of 18. The city is among the top 100 home to Panamanian Americans (with at least 500 residents) on a percentage basis (with 100% of the population at least 50 years of age) North Plains was platted in September 1910 by the Ruth Trust Company of Portland. On June 25, 1963, North Plains voted 90 to 56 to incorporate as a city; at the time the population was around 500. In the city, the average household size was 2.75 and the average family size was 3.21. In 2010, there were 706 households, of which 40.8% had children under the ages of 18 living with them, 58.4% were married couples living together, and 9.2% had someone living alone who was 65 years of old or older.


Pioneer settlers first arrived in the North Plains area in the 1840s. The area to be known as the city of North Plains was platted in September 1910. Pumpkin Ridge Golf Club has become a center of controversy since agreeing to host the first U.S. golf tournament on American soil of LIV Golf. David Duval won the Nike Tour Championship there in 1993, and it was home to the U.S. Women's Open in 1997 and 2003. Horning's Hideout within the North plains area was home. to Faerieworlds Festival 2004. North Plains voted 90 to 56 to incorporate as a city on June 25, 1963, at the time the population was around 500. The city was founded in 1910 by the Ruth Trust Company of Portland, who purchased area tracts after James J. Hill planned to extend United Railways there. The town has a population of around 5,000 and is located on the banks of the Willamette River, which flows into the Mississippi River. It is located near the junction of the Oregon and Oregon Turnpike, which runs through the center of the city. The North Plains community is home to a number of tourist attractions, including the Oregon State Fair, the Oregon Shakespeare Festival, and the Oregon Museum of Natural History and Science, which is located in the town's downtown area. It also has a popular golf course, Pumpkin Ridge, which has hosted several major tournaments, including three PGA Tour events. The U.N. World Golf Championship was held in North Plains in 1993.

The next election will be in 2016, when the city votes for Hillary Clinton over Barack Clinton, 44%, and 52% over Joe Biden, 44, to 44%. This time, the city will vote for Biden over Trump, after voting for him over Clinton over Obama in 2016 by a narrow margin of 44% and 41% respectively. The vote will be held on November 4, 2016. It will be the first presidential election in the city's history. The winner will go on to represent the state of New York in the U.S. House of Representatives, which will be controlled by Democrats.
