Fremont is a city in and the county seat of Sandusky County, Ohio, United States. It is about 35 miles from Toledo and 25 miles from Sandusky. The city was the home of Rutherford B. Hayes, who served as President of the United States from 1877 to 1881. The National Arbor Day Foundation designated Fremont as a Tree City USA. It was named after the former site of Junquindundeh, an historic Wyandot village on the west bank of the lower Sandusky River, near the falls and about 15 miles (24 km) upstream from its mouth at Sandusky Bay. In 1849 the residents changed the name of Lower Sandusky to Fremont, to honor John C. Frémont, who helped acquire California during the MexicanAmerican War. The U.S. Army built Fort Sandusky near the river to protect an important supply depot during the War of 1812. In August 1813, British forces attacked and the Battle of Fort Stephenson took place. In 1906 Colonel Croghan's remains were brought from his hometown in Kentucky and reinterred in Fremont under the Soldiers Monument. In 2012, the city set aside a park to commemorate the site of the fort that had a role in the 1812 Battle of Ft. Stephenson. It has a large ketchup plant for producing Heinz ketchup.
History
Fremont is located on the former site of Junquindundeh, an historic Wyandot village on the west bank of the lower Sandusky River. French merchants established a trading post there in the 1750s, but British forces took over the trading post and rest of the area after their victory in the French and Indian War. The U.S. Army built Fort Sandusky near the river to protect an important supply depot. In August 1813, British forces attacked and the Battle of Fort Stephenson took place. With the return of peace, a settlement grew up around the fort and became known as Lower Sandusky. By the 1830s, the population included more white settlers, despite the area being a declared reserve only for Native Americans. The city became a major center for the production of cutlery, with several manufacturing plants, as well as other industries. In the late 19th and early 20th centuries, Fremont was home to the first presidential library in the United States, founded by Rutherford B. Hayes in 1916. It is now the main building of the Birchard Public Library of Sandusky County, which serves the entire county, which was constructed in 1878 in the terms of the bequest from Sardis Birchard, who bequeathed $50,000 to the City Council in his will. A few years later, a new building was constructed for it in1878 on the grounds of the Fort Stephenson State Park, per his bequest. In 1906 Colonel Croghan's remains were brought from his hometown in Kentucky to Fremont and re-interred under the Monument to Croghan and his garrison.

Government
The U.S. House of Representatives voted to pass a bill that would ban the use of torture by members of Congress. The Senate voted in favor of the bill, but not the House, which would have banned torture. The bill was approved by the Senate, but the House voted against it, and the Senate voted against the bill. The House voted in favour of the Senate's proposal, and it was passed by a vote of 419-3. The vote was the first time the House had voted against a bill to ban torture in more than 30 years. It was the second time the Senate had voted to ban the practice, and first time it had ever voted to allow it in the Senate. The measure was voted down by both houses of Congress, but it was the Senate that voted for it. The U.N. passed the measure, and now the Senate will vote on it, too, in a vote that could lead to a ban on torture. It would also allow the Senate to use torture in the future, but only if the Senate could vote on the measure first. In the past, the Senate has voted against such a measure, but now the House has voted to use it. It could be used in a future bill, if it's approved by both chambers of Congress and the House. It's possible the Senate would vote on a measure that would allow it, as well, but would require the House to vote no. It is possible that the House would vote no, and that would be a veto.
