Lake Providence is a town in, and the parish seat of, East Carroll Parish in northeastern Louisiana. The population was 5,104 at the 2000 census and declined by 21.8 percent to 3,991 in 2010. The town shares its name with the oxbow lake of the Mississippi River, also called Lake Providence. This area was historically developed as cotton plantations before and after the Civil War, and remains largely rural. The Union Army developed a supply depot near the lake during the civil war, and its camp was crowded with refugee slaves seeking their freedom. Until 1962, no African Americans had been allowed to register to vote in Lake Providence or East Carroll parish in forty years. The civil rights movement of the post-World War II period from the 1940s through the 1960s brought efforts of a new generation to make constitutional rights more equitable in the South. The majority of Lake Providence voters in the 21st century continue to support Democratic Party candidates, despite a majority of African Americans allied with the Conservative party. The area was called "Soldiers' Rest" by the Union Army in the spring of 1862, when it was established as a base of operations for the Vicksburg Campaign. In 1898, Louisiana, like other southern states, enacted a new constitution, designed to maintain Democratic Party dominance and forestall any alliances such as the Populist-Republican alliance that had won seats in the 1890s. They included provisions that raised barriers to voter registration and elections, effectively disfranchising most blacks despite their constitutional 15th Amendment right to vote.

History

Lake Providence is the primary city name, but also Lk Providence are acceptable city names or spellings, Gassoway, Hollybrook, Millikin, Monticello, Shelburn on the other hand no longer accepted or obsolete and are no longer used as a designation. Lake Providence is a town in East Carroll Parish, Louisiana. It is located on the Mississippi River. The town developed after the arrival of the Union Army in the spring of 1862. The area by Lake Providence was established as a supply depot and base of operations for the Vicksburg Campaign. In 1898, Louisiana enacted a new constitution, designed to maintain Democratic Party dominance. It included provisions that raised barriers to voter registration and elections, effectively disfranchising most blacks despite their constitutional 15th Amendment right to vote. Until 1962, no African Americans had been allowed to register to vote in Lake Providence. In the 2008 and 2012 presidential elections, most African Americans voted for Democrat Barack H. Obama. Conservative whites tended to leave the Democratic Party after the 1960s, and have overwhelmingly joined the Republican Party. With a majority African-American electorate, Lake Providence voters in the 21st century continue to support Democratic Party candidates. The city is home to the University of Louisiana at Lafayette, a historically black college. The university was founded by African-Americans in the late 1800s. It was the first college in the state to offer a degree in English. The school is located in a former cotton plantation that was abandoned in the early 20th century. The campus is now home to Louisiana State University, which was founded in the mid-20th century by African Americans. It has a campus of more than 1,000 students. It also has a chapter of theaughters of the Confederacy, a group of African Americans who fought for civil rights in the South.

Geography

The existing boundaries of the town constitute the third location of the community. Lake Providence is located adjacent to the Mississippi River. Prior to the building of the current levee system by the United States Army Corps of Engineers, the meandering river would overflow its bank and take valuable lands. It was such flooding that the lake of Lake Providence was created and the town was washed away by the river. The town has a total area of 3.6 square miles (9.3 km²) According to the U.S. Census Bureau, the community has a population of 2,788. The population of Lake Rhode Island is 2,838. The community has an area of 0.04 square miles of land (0.10 km²), of which 0.55% is water. It is located in the Ouachita and Tensas River watersheds, which are part of the Red, Tensas and Black rivers. The Mississippi River flows through the town and flows into Bayou Macon. It also flows through Baxter Bayou and into the Tensas river, which flows into the Black river. It has an outlet into the Red River, which runs through the Tensa River, and the Black and Red rivers, which run through the Red and Tensa rivers, and through the Black River, the Black, and Red Rivers. The city's name is derived from the name of one of its rivers, the Red Red River. The name of the lake, Lake Providence, translates to "beautiful oxbow lake".

Demographics

As of the 2000 U.S. census, there were 5,104 people, 1,707 households, and 1,191 families residing in the town. The racial makeup of the town was 19.61% White, 79.51% African American, 0.18% Native American, and 0.22% Asian. The town's population was spread out with 35.3% under the age of 18, 11.2% from 18 to 24, 25.7% from 25 to 44, 16.7%. The median age was 28 years. For every 100 females there were 88.8 males. The median income for a household was $16,896, and the median family income was $20,139. About 42.2%. of families and 49.3%. of the population were below the poverty line, including 67.3. of those under age 18 and 33.0% of those age 65 or over. The per capita income for the town in 2000 was $8,447. As of the 2020 United States census, there were 3,587 people, 1,221 households, and 695 families. The population density was 1,418.8 people per square mile (547.4/km²). There were 1,878 housing units at an average density of 522.1 per squaremile (201.4 /km²) The town has a population of 3,588 people, as of the census of 2020.

Education

Public schools operated by the East Carroll Parish School Board include Southside Elementary School (PK-5), Lake Providence Junior High School (grades 6-8), and Lake Providence Senior High School. The private school Briarfield Academy is grades PK to 12. The school board also operates a number of private schools in the parish. The parish is home to the New Orleans Saints, the Saints of Louisiana, and the Louisiana Daughters of the Dual Language. The Saints are also the home of the Louisiana Tech Red Devils, who are the state's most successful high school football team. The Red Devils have won the state championship three times in the last five years. The team has also won the Louisiana state championship in the past three years, in 2008, 2010, and 2012. The Louisiana Dental Association has won three state championships in the state since 2008, in 2010, 2012, and 2013. The Dental Council of Louisiana has won two state championships, in 2009 and 2012, in grades PK-5 and in 2010. The district has won one state title in the 2010-11 school year, in the middle school class of 2009-10, and one in the 2012-13 school year. The state high school championship in 2008-09 was in the junior high class of 9-12. The senior high school title was won in the 2008-10 school year by Lake Providence High School, which is in grades 9-8. The high school state championship was also won in 2010-2011, when the school was in grades 8-9.

Representation in other media

Several episodes of the 1959 NBC television series Riverboat, starring Darren McGavin, deal with pirates on the Mississippi River or the shipment of cotton. It is set in the middle 19th century, rather than the 18th. The series was the first to use the term "boat" to refer to a ship. It was also the first series to feature a female lead character. The show was canceled after one season. It has since been rebooted and re-run on NBC in 2011. The first episode of the new series, Riverboat 2, was aired on September 6, 2011. It features a female leads character and a male lead character who is a pirate. The second episode, River Boat 3, was broadcast on September 13, 2011, and featured a female pirate. It also featured a male pirate, this time playing the role of the captain of the ship. The third and final episode of River Boat 2, aired September 14, 2012, featured the female pirate playing the lead character as the ship's captain. The fourth and final installment of Riverboat 3, aired on October 2, 2013, and features the male pirate as the main character. This episode is called Riverboat 4, and it is based on the book "Riverboat: The Pirate Adventures of the Mississippi" by Robert Greene.
