Goddard is a city in Sedgwick County, Kansas, United States, and a suburb of Wichita. As of the 2020 census, the population of the city was 5,084. In 1883, Ezekiel Wilder purchased farmland on the planned railway of the Atchison, Topeka, and Santa Fe Railway south of Blendon, Kansas. He established the town of Goddard in honor of J. F. Goddard, former third vice-president of the ATSF Railway. Goddard was officially incorporated in 1910. On June 23, 1969, an F4 tornado struck Goddard. In recent decades as Wichita has expanded westward, a growing number of commuters have settled in Goddard, transforming it from a rural agricultural community into a suburb. The city is located at 37°3935N 97°3427W (37.659706, -97.574271) at an elevation of 1,463 feet (446 m) Goddard lies on U.S. Route 54 in south-central Kansas immediately west of Wichita and is located in the Wellington-McPherson Lowlands region of the Great Plains. History
In 1883, Ezekiel Wilder purchased farmland on the planned railway of the Atchison, Topeka, and Santa Fe Railway south of Blendon, Kansas. There, he established the town of Goddard in honor of J. F. Goddard, former third vice-president of the ATSF Railway. The railroad reached Goddard in 1884, and a post office was established there the same year. Goddard was officially incorporated in 1910. On June 23, 1969, an F4 tornado struck Goddard. No fatalities occurred, but six people were injured. In recent decades as Wichita has expanded westward, a growing number of commuters have settled in Goddard, transforming it from a rural agricultural community into a suburb. The town hall and the planned Methodist church were relocated from Blendon to Goddard in the early 1900s. Goddard is located about 10 miles (16 km) west of Wichita. It is now a suburb of the city of Wichita, Kansas, with a population of about 2,000. It was incorporated as a town in 1910, and was named after Goddard, a former vice- president of the ATSF Railway, who died in 1883. It has a population in excess of 1,000 people per square mile (1,100 km) and is located on the Kansas-Oklahoma border. Goddard is a city of the second class with a hybrid Council-Manager form of government. The city council consists of five council members and establish the policies and legislation of the city with the mayor acting as the presiding city council member of city council meetings. In the absence of the mayor, the vice mayor shall substitute for the mayor on public occasions, and shall sign minutes, proclamations, resolutions, ordinances, contracts, revenue bonds and other official instruments approved by the city council as may be necessary in the mayors absence. All such appointments shall be made upon merit and fitness alone. No officer or department head shall be appointed, promoted, transferred, demoted, disciplined, laid off, suspended, discharged, or removed without first seeking advice and input from the governing body. Such officers of theCity shall include the chief of police, city clerk, city treasurer, and police officers. Such employees and officers shall serve at the pleasure of the City manager/Administrator, except for the municipal court judge and city attorney. All administrative duties not specifically required by statute to be performed by the City Council are delegated to the City Manager/Administrators. The City Manager may delegate the authority to appoint, promote, transfer, assign and demote, discipline, lay off, suspend, discharge, or remove subordinate officers and employees of thecity to department heads. The Mayor and Vice Mayor shall be entitled to vote on all matters before the cityCouncil.
