Bloomington is a census-designated place (CDP) in San Bernardino County, California, United States. The population was 23,851 at the 2010 census, up from 19,318 at the 2000 census. Though currently unincorporated, many of the town's political activists are pushing for Bloomington to attain cityhood. The nearby cities of Rialto and Fontana are attempting to annex the community. Bloomington was originally developed as part of the land holdings of the Semi-Tropic Land and Water Company, which was formed in 1887. In 1907, the Riverside Portland Cement Company built a large plant near the Crestmore Quarries (South Bloomington), and to provide transportation for employees built a standard gauge railroad to Riverside. On May 20, 1911 the line was opened to Bloomington. The original community, known as Crestmore, is generally located between Locust Avenue and Larch Avenue, south of Jurupa Avenue, extending to the Riverside County line. The Pacific Electric Crestmore Line (RiversideRialto) provided local service for many years. In 1989, full incorporation was not completed due to budget and staff constraints. In 2007, the Bloomington Incorporation Committee (BIC) applied with the Local Agency Formation Commission for another attempt for incorporation. It failed in late February and early March, when the LAC denied an extension that BIC needed in order to pay a $109,000 deposit for feasibility and financial studies.
History

In 1907, the Riverside Portland Cement Company built a large plant near the Crestmore Quarries (South Bloomington), and to provide transportation for employees built a standard gauge railroad to Riverside. On May 20, 1911 the line was opened to Bloomington. The original community, known as Crestmore, is generally located between Locust Avenue and Larch Avenue, south of Jurupa Avenue, extending to the Riverside County line. The Pacific Electric Crestmore Line (RiversideRialto) provided local service for many years. The cities of Rialto and Colton are both trying to annex much of theLand now within Bloomington, which is still rural and many residents continue to keep and raise animals. The town site for Bloomington after being surveyed in April, 1888, was bounded on the north by Valley Boulevard, on the south by Slover Avenue, and on the east by L arch Avenue. On the west by Linden Avenue. The city of Bloomington was founded in 1891 and is one of the fastest-growing cities in the United States. It has a population of more than 100,000, with the majority of residents living in the central part of town. It is located on the banks of the San Gabriel River, which flows into the San Diego River and the San Francisco Bay Area.
Incorporation attempts

In 2010, the committee applied again for incorporation, and this time, it was granted. In 2011, it applied again and was granted permission to incorporate. In 2012, the Committee applied again, and again was denied permission to incorporation. In 2013, it tried again and failed to incorporate, this time paying a $100,000 fee for a feasibility study. In 2014, it attempted to incorporate again but failed to get the necessary approval. In 2015, it made another attempt, but again failed to receive the required approval. The BIC is still trying to incorporate in 2016, but it has not yet been successful. In 2017, the group applied for and received approval for incorporation for a second time, but that attempt was also denied. The committee is still working on a third attempt. In 2018, they applied to incorporate for a fourth time, and that attempt also failed to gain approval. They are still waiting to hear if they will be able to do so in the near future. It is hoped that this time they will get the go-ahead in the spring.
Geography
Bloomington is located at 34°334N 117°2355W (34.059462, -117.398728).According to the U.S. Census Bureau, the CDP has a total area of 6.0 square miles (16 km²), all land. The town has a population of 1,788. It is located in the eastern part of the town of Bloomington, in the northern portion of the county. The CDP was founded in the early 1900s. It was named after the town's first postman, who arrived in the late 1800s. The city is located on the banks of the Colorado River, which runs through the center of the city.
